2011 Census questionnaire information for U.S. personnel Published March 21, 2011 RAF MILDENHALL, England -- General Information 1. Background A census for the whole of England and Wales's resident population will take place on March 27, 2011. A census takes place every 10 years of all people and households in England and Wales. Like in the United States, the information collected is used to produce statistics for central and local government, health authorities and many other organizations. Accurate statistics are critical to ensuring localities receive sufficient funding to meet the needs of all constituents in the community including ourselves. In order to aid the UK government, all U.S. service/civilian personnel and their dependents, defined as "Usual Residents" of the UK, will participate in the census. It is our obligation to our UK hosts to attain a 100 percent census completion level - the expectation is that commanders, supervisors and all U.S. personnel will support that objective. Usual Residents are defined as persons "who have stayed or intend to stay in the UK for three months or more beginning on or before Census Day". This includes personnel staying in local billeting, hotels, etc., that are moving in or out. Personnel who are on temporary duty to the UK, no matter the duration, are not counted. NOTE: It is mandatory for all U.S. service/civilian personnel and their dependents, defined as "Usual Residents" in England and Wales, to fill out the questionnaire. This includes all U.S. citizens working in the UK (GS, NAF, DeCA, AAFES, DoDDS, etc) 2. Census Questionnaires U.S. personnel will receive a census questionnaire in one of the following two ways: All personnel living off-base and some personnel living in on-base family housing should receive a census questionnaire delivered to their residence by Royal Mail. If you live on-base and do not receive a census delivered to your residence by March 23, pick up and complete one Individual Questionnaire for each member of your household from the base Post Office parcel pick-up window. This will apply mainly to on-base dormitory residents. Types of questionnaires applicable to U.S. personnel are shown below. (Bottom Line: all military and civilian personnel will complete one of the following questionnaires). Individual Questionnaire (I1). Each person is required to complete a separate Individual questionnaire if they have not been included on a Household Questionnaire elsewhere. Household Questionnaire (H1). This questionnaire begins with household and dwelling questions and contains individual questionnaires for six people and three visitors. Household questionnaires are provided with a pre-paid envelope for return through Royal Mail. Household Continuation Questionnaire (HC). This is similar to an H1 questionnaire but without the household questions at the front. This is an additional Household Questionnaire to be used where there are more than six people in the household. You must contact the Census helpline to receive one. (Not required if you fill out the questionnaire online.) Online Completion of Questionnaires. All Individual Questionnaires (I1) and Household Questionnaires (H1) may be completed online at www.census.gov.uk by using the personal internet access code on the front of the questionnaire. If you complete the census online, please destroy the paper questionnaire. Returning the Census Questionnaires Household Questionnaires: Questionnaires completed on paper should be placed in the pre-paid envelope provided and posted through Royal Mail as soon as possible, but no later than 10 days after 27 March 2011. If questionnaires are not returned within 10 days, households may be subject to follow-up calls from Census Field Staff. Individual Questionnaires: (Picked up from the base Post Office) Completed paper questionnaires should be handed in at the base Post Office parcel pick-up window. Please do not try to mail these through Royal Mail. 3. Personnel deployed or on temporary duty If an individual is incapable of completing the Census questionnaire through absence, the individual's spouse, commanding officer, supervisor, or dorm manager needs to complete a questionnaire on their behalf. The questionnaire need not be filled out completely; however, the following must be completed: NAME, DOB, SEX, and MARITAL STATUS, JOB TITLE, EMPLOYER and BASE ADDRESS. 4. Confidentiality Stringent confidentiality and security procedures will protect information gathered in the Census and will conform to the requirements of England and Wales Census Confidentiality and Data Protection Act (equivalent to U.S. Privacy Act law). 5. Follow up Checks will be carried out by the Census field staff to ensure that questionnaires are returned from those who received the Household Questionnaires. Where there is evidence that no questionnaire has been received, the Census field staff will call at the household to remind them that the questionnaire must be completed. If there is no reply, the staff will leave a card to draw attention to the legal obligations to complete and return the questionnaire. 6. Census Coverage Survey (CCS) The CCS is a voluntary survey separate from the main Census. It is a random field check of information gathered as part of the main Census. Commencing six weeks after Census Day, it is carried out by interviewers calling at pre-determined addresses. These addresses are chosen from a nationally representative sample of postcodes and may include a sample of households on or off-base. On-base dormitories will not be surveyed. It consists of a short, paper-based, interviewer-completed questionnaire lasting approximately five to 10 minutes. Service personnel/families are encouraged to participate. 7. Guidance for completing questions that are not self-explanatory or require specific answers for U.S. personnel. (Respondents should reference the following questions and answers as they complete their submissions). Household Questions Question H7: What type of accommodation is this? Answer H7: Semi-detached = Duplex Terraced = Row house Caravan = Trailer Block of flats = Condominium Tenement = Apartment Question H9: How many rooms are available for use only by this household? Answer H9: Conservatories = Solarium or sun room Individual Questions Q. 5: Do you stay at another address for more than 30 days a year? A. 5: Do not count deployments or TDYs. Q. 25: Which of these qualifications do you have? A. 25: Only tick "Foreign Qualifications" The specific answers for questions 34 - 40 only apply to U.S. personnel or their dependents employed on-base in any capacity. Q. 34: What is (was) your full and specific job title? A. 34: Commissioned Officers will put "Commissioned Officer" all others (including civilians and dependents) will put "Other Rank." Q. 35: Briefly describe what you do (did) in your main job. A. 35: Put "US Forces." Q. 37: At your workplace, what is (was) the main activity of your employer or business? A. 37: Put "US Forces." Q. 38: In your main job, what is (was) the name of the organisation you work (worked) for? A. 38: Military personnel will put "US Forces" all others will put "US Department of Defense." Q. 40: In your main job, what is the address of your workplace? A. 40: List the address of the Base where you work.
