Headphones prohibited on, near base traffic areas

Running on or near base roads while wearing headphones isn't just a safety hazard - it's against the law.

According to Mildenhall Instruction 31-204, Installation Traffic Code, wearing headphones while driving, running, walking, bicycling or skateboarding on base roadways is prohibited.

Master Sgt. William Rathbun, 100th Air Refueling Wing Safety superintendent, said a good rule of thumb is "keep it to the track" if people want to listen to music while exercising outdoors.

"If folks have earbuds or headphones on, they can't hear horns, emergency sirens or approaching vehicles," he said. Not being able to hear what's going on around a person increases their risk of being injured, he added.

Sergeant Rathbun said the rule, which incurs the same consequences as driving while talking on a cell phone, isn't just for military members. It applies to everyone at all times when on the installation, and isn't just restricted to roads. Headphones aren't to be worn on sidewalks, parking lots or anywhere else vehicles can drive.

There are some exceptions to the rule. A single earbud may be worn, and hands-free phone headsets are authorized. Hearing aids and motorcycle helmet intercom systems are also allowed. When roadways are blocked for group exercise sessions, headphones may be worn.

Motorists who fail to obey the law can have three points assessed on their driver's license. Those who incur 12 points in a year or 18 points in 24 months can have their driving privileges revoked for up to six months.

Those found in violation of the rule who don't comply after being corrected could, in extreme cases, be subject to UCMJ punishment, according to Tech. Sgt. Joe Hayes, 100th Security Force Squadron.

"Sponsors are responsible for their dependents," he said. "If someone is told to take off their headphones and they decide they don't want to or are belligerent about it, they can be detained."

In the end, consequences are decided by commanders and first sergeants.
